?Haroon Hamdard edged toward a suspected explosive device lying in a field in western Afghanistan. His job as a demining worker was to identify such devices and figure out how to render them harmless. But the young worker stumbled. His foot hit a rock that tumbled forward and detonated a small bomb. Mr. Hamdard was left in critical condition, and lost his right arm. He was fitted with a barely functioning prosthetic arm. The married father of one was unemployed for the next six years. Hamdard finally got a job at Spark, a workshop in Kabul funded by a US nonprofit where people who have been disabled by land mines make demining equipment. Sale of the equipment funds rehabilitation clinics, one of which will finally outfit Hamdard with a better prosthetic arm.

After three decades of war, Afghanistan is littered with land mines. Insurgents have been increasingly conflating foreign aid with foreign occupation and demining organizations feel the brunt of this. The majority of nongovernmental workers detained by armed groups in 2011 were deminers ? the Taliban tend not to appreciate those who try to remove their bombs. Many Afghans continue to be injured by land mines, but the level of care Hamdard received is rarely available outside Kabul.

Home Equity Loan Rates For March 29, 2012 | Bankrate.com

Rates on loans backed by home equity were mixed in Bankrate's weekly survey.

The typical home equity loan rose 15 basis points to 6.51 percent. The typical home equity line of credit, or HELOC, fell 2 basis points to 5.2 percent. A basis point is one-hundredth of 1 percentage point .

Jaleel White's expectations were high after his amazing debut on Dancing With the Stars, but he didn't pull out the big guns last night with a lackluster jive effort.

Pressure to tighten up antibiotics on US farms

Farmers in the US may soon be prevented from dosing healthy livestock with antibiotics that encourage faster growth. Pressure to ban the practice has fallen on the US Food and Drug Administration (FDA) following a court ruling and the publication of research showing how a strain of bacteria jumped from humans to farmyard animals and back again, picking up antibiotic resistance on the way.

The court ruling, won by the Natural Resources Defense Council in New York, commits the FDA to reconsider a ban first proposed in 1977 on the non-therapeutic farmyard use of penicillin and two other types of antibiotics called tetracyclines in animal feed. These made up about half the 13 million kilograms of antibiotics given to US farmyard animals in 2010, which account for 80 per cent of all antibiotics given in the US.

The ruling coincided with the publication of work by Lance Price of the Translational Genomics Research Institute in Flagstaff, Arizona, and colleagues, who demonstrated for the first time in February how a specific strain of Staphylococcus aureus that originated in humans in 2003, moved into livestock where it acquired resistance to two types of antibiotics, then returned to humans as a new strain of superbug (mBio, DOI: 10.1128/mbio.00305-11).

The FDA announced a ban in January on some farmyard antibiotics, but now faces pressure to broaden the ban to all non-therapeutic uses.

House GOP budget plan heats up as campaign issue

(AP) ? The new debt-slashing budget plan pushed by House Republicans heated up as a presidential campaign issue Sunday as the proposal's architect, Rep. Paul Ryan of Wisconsin, sparred with top Democrats over its political fallout and downplayed the possibility he could be tapped as a vice presidential candidate.

Senior White House adviser David Plouffe dismissed the GOP plan Sunday as "a lot of candy, not a lot of vegetables," and charged that it would be "rubber-stamped" as law if leading Republican presidential hopeful Mitt Romney is elected.

"This is really the Romney-Ryan plan," Plouffe said, adding that its mix of across-the-board tax cuts and stiff budget cuts "showers huge tax cuts on millionaires and billionaires paid for by senior and veterans."

Ryan tried to tamp down speculation that he could be tapped for the No. 2 spot on the GOP ticket, although who will be the nominee is far from settled.

"I would have to consider it, but it's not something I'm even thinking about right now because right ? I think our job in Congress is pretty important," Ryan said. "And what we believe we owe the country is, if we don't like the direction the president is taking us, which we don't, we owe them a specific sharp contrast and a different path that they can select in November. And doing this in Congress is really important."

The House GOP debt-reduction plan, unveiled last week with minimal Democratic congressional support, is quickly sharpening as a line of division for the fall campaign, pitting GOP and tea party pressure for a reined-in budget against White House and Democratic party alarms about a weakened Medicare system and tax relief for the wealthy.

"This is a sharp, clear difference with two different futures," Ryan said. Despite growing signs that the U.S economy is struggling back to life, Ryan threw down a marker for the fall national election, saying that the GOP plan is the only alternative to a looming debt crisis versus Obama's "path of debt and decline."

The GOP proposal ? endorsed by Romney last week during a meeting with GOP congressional leaders ? would slice $5.3 trillion from President Barack Obama's budget over the coming decade through tax reforms and sweeping program cuts. The plan aims to shrink U.S. deficits by $3.1 trillion over the next decade, reducing tax burdens while cutting Medicaid payments and shifting oversight to states and sharply cutting other domestic programs.

House Budget Committee chairman Ryan, who authored a similar plan last year sunk by White House and Democratic congressional opposition, agreed that Romney backed his plan generally. But he said the former Massachusetts governor might not be in complete lockstep with his vision.

"I'm not expecting everyone to enact every little piece," Ryan said, adding that he expects Romney will back the plan's main planks.

Sen. Charles Schumer, D-N.Y., cautioned that his party would blunt the Ryan plan again as it did last year, also noting the election year "contrast with Democrats." He said Senate Democrats would offer up a rival tax reform plan on tax day, April 15, calling for increased taxes on wealthy Americans along the lines of the "Buffett Rule" acclaimed by billionaire Nebraska investor Warren Buffett.

"Let's be fair, you should pay more than your secretary," Schumer said, echoing Buffett's complaint that the current tax system allows the megarich to pay at lower tax rates than many of those who work for them.

Ryan and Plouffe spoke on "Fox News Sunday," while Ryan and Schumer went on CBS' "Face the Nation."

Five Ways to Reignite the Passion in the Bedroom

There is nothing better than a good bedroom partner, and there?s nothing worse than a bad one. The irony is that it could be the same person, just on different days.

And with all the media focus on sex and sexuality, you?d think that couples would talk about it more than they do, but our experience is that they don?t. Honesty in the bedroom is not easy to come by. But the cliche of our profession is ?communication.? We are constantly stressing to couples that they need to communicate better, but there are more ways to communicate than just through conversation. Non-verbal communication can be just as effective, if not more effective, than talking. With that in mind, we?d like to offer five tips to help you get past the chatter and enjoy yourselves more as couples in the bedroom.

? Flirt ? During your courtship, you would flirt all the time with your partner, but once you became a couple, that ended. Why? Just because the initial courtship is over doesn?t mean the romance or playfulness has to be over. Flirt with your lover. Leave a note on the pillow telling them you?ll miss them when you go to work. Make your partner feel wanted. If you know your partner is having a rough day, send them a flirty text. Sexting is perfectly legal and should be encouraged among adult couples. It may certainly help that insurance seminar go faster!

? Be Creative ? One of the pitfalls of being an established couple is that you both get a sense of how to satisfy the other. That?s a good thing, but being slavish to those tactics can also make your bedroom play more routine. So, mix it up. Most people use the senses of sight and touch during sex, but you have five senses. Use them all. Scented candles, ambient music to drown out the neighbor watching the zombie movie marathon, flavored lotions or even something as simple as a new negligee can add enough spice to keep your bedroom play from becoming routine.

? In the Mood? ? In caveman days, a common way for a man to advise a woman he was feeling amorous was to club her over the head and drag her to his cave. In our experience, that method hasn?t evolved as much as we would like. When you?re in the mood, try some new ways of initiating sex instead of just saying, ?hey, you wanna?? If your partner has had a bad day, and you figure sex won?t be on the agenda for the evening, you can turn it around. Pamper your partner with a prepared meal, a soothing massage, and some alone time. If you have kids, send them out to the movies for the night to break the nightly routine a bit so you can focus on your partner. Sometimes, the key to romance can be as simple as having an empty house.

? Try Something New ? When we?re kids, we would get all excited about birthdays and the holidays, because it usually meant new toys. Well, now that we?re adults, we can still have the same excitement, because they make toys for us, too. Take a trip to a local couples store or surf the Internet. Things have changed in the last few decades, and adult toys are far more mainstream than ever. They advertise them on television now and there are even a few cable shows that review them late at night. Look at them together and explore.

? PLAY! ? Aristotle once wrote that there is nothing so serious as a child at play. Well, as sexologists, we can tell you that adults can be darn serious about their play, as well! Remember that sex can and should be fun. It?s something you do together for each other?s enjoyment and fulfillment. It?s okay to laugh in the bedroom (though, laughing and pointing is a no-no!). Accept that there may be interruptions from time to time ? the phone ringing, the baby crying, the dog needs to go outside ? and deal with them. Heck, when they play baseball and have a rain delay, they still finish the game when the rain stops. Why should sex have to stop completely just because the neighbor wanted to borrow a cup of sugar. Give them the sugar, and get back in the bedroom and re-establish the mood. Make it Game-On instead of Game Over.

AP Interview: Mali coup head dismisses countercoup

BAMAKO, Mali (AP) ? Mali's U.S.-trained coup leader said Saturday he is in control of the country, has no fears of a countercoup and wants peace talks with the rebels whose northern rebellion was the trigger that led him to oust a democratically elected president.

Capt. Amadou Sanogo, who appeared exhausted, his voice hoarse, stressed the importance of unity for the West African nation in an exclusive interview with The Associated Press at Kati garrison outside Bamako, the capital. What started there Wednesday as a mutiny of low-ranking officers and rank-and-file soldiers turned into a full-blown coup d'etat.

"Tuareg people in the north, Arab people, are our brothers. ... I want all of them to come to the same table right after this interview, my door is open, we should talk about this process," Sanogo said.

Sanogo's ouster Wednesday of President Ahmed Toumani Toure just five weeks before he was to step down after presidential elections threatens the cause of democracy in a region prone to coups and jeopardizes Mali's standing at the heart of the Western-backed fight against Africa's thriving wing of al-Qaida.

The European Union, the World Bank and the African Development Bank all have suspended aid because of the coup, and the African Union has suspended the country's membership. The United States is considering suspending all but humanitarian aid.

"Right now I'm in control of all the country," Sanogo, 39, said confidently.

But rebels seeking to create a separate state in northern Mali for the nomadic Tuareg people have taken advantage of the power vacuum to advance to the gates of the strategic northern town of Kidal. Soldiers are deserting by the dozens while others are retreating without a fight amid disarray in the army command, a senior rebel commander told the AP on Thursday. The rebels are led by battle-hardened colonels who fought in the army of Libyan dictator Moammar Gadhafi before returning home heavily armed.

Mali's land borders and airspace remained closed Saturday, trapping thousands of visitors including three African foreign ministers who were there for a meeting. The country has been under a curfew since the coup.

Sanogo would not say where Toure is, or even if he knows his whereabouts.

"As a soldier, I have my secrets," is all he would say.

Pushed about whether Toure is protected by any soldiers, he said "Not even one."

He was contradicted by one officer who told the AP that a handful of the red-bereted parachutists who made up the presidential guard remain with the toppled leader. The officer spoke on condition of anonymity for fear of reprisals.

The African Union also said Thursday that it has information that Toure is safe, under the protection of Red Berets at a location not far from Bamako.

Sanogo, however, claimed the Red Berets were with him, and at least three soldiers in his office at Kati garrison sported red berets.

The putschists have also arrested at least three Cabinet ministers, but the whereabouts of Defense Minister Gen. Sadio Gassama are unknown.

Sanogo says he acted Wednesday to avert a national security crisis because the government was not providing the arms and ammunition needed to fight the rebels, who have killed scores of soldiers.

On Friday, state radio and TV went dead for about an hour and troops set up barricades around its downtown headquarters, raising speculation that a countercoup was in progress. Rumors coursed that Sanogo was wounded, even dead.

But the television station flickered back to life, and later showed Sanogo in a room of soldiers wearing different uniforms and berets, which the coup leader said indicated they were members of the police, the paramilitary gendarmerie and the Red Berets. It was a show of unity meant to dispel reports of a divided army.

When asked about a countercoup, Sanogo calmly responded: "To be honest, I don't fear."

The Africa Command of the U.S. Defense Department confirmed that Sanogo received basic officer training in the United States as well as participating in several other training programs there.

State TV and radio on Saturday repeated warnings for soldiers to stop the pillaging that began Friday, when soldiers were stealing everything from people's cars to bananas being sold by vendors on street corners.

State TV and radio were also broadcasting a communique urging gas stations to reopen. They had closed because soldiers had been ordering their vehicles refilled without payment.

Saturday morning, major stores and the city's downtown market remain shuttered. People fearful of more trouble rushed around small grocery stores and roadside vendors to stock up on food supplies. Cars returned to the streets as the looting subsided.

Sanogo played down any chaos.

"People are starting with their daily life, the market is open, transportation has been going on now. I believe I am getting closer to what I promised to my people," he said.

But he has offered no clear agenda.

"I'm scared to say it but it must be said: We can never put our confidence in a young soldier with a gun," said Kalifa Keita, 30, who was buying goods from a street vendor in downtown Bamako. "The problem is that these things take time to resolve, and that makes me afraid."

This week's coup represents a major setback for the nation of 15.4 million at the bottom of the Sahara desert. Although Toure initially took power in a 1991 coup, he became known as the "Soldier of Democracy" because he handed power to civilians, and retreated from public life. Years later he re-emerged to win the 2002 election and was re-elected in 2007.

A dozen candidates were running in the April 29 vote, which is now in jeopardy.

Syrian forces take eastern city from rebels

BEIRUT (AP) ? Syrian soldiers backed by tanks seized the eastern city of Deir el-Zour from rebels on Tuesday, the latest opposition stronghold to fall to an offensive by the better equipped Syrian military.

Activist Osama Mansour said government troops and armored cars entered the city about 100 kilometers (60 miles) from the Iraqi border from four sides, sparking short gunbattles with fighters from the Free Syrian Army.

Mansour, reached by telephone in Deir el-Zour, said the rebels quit fighting and took shelter in homes and apartments, fearing that protracted clashes would destroy the city.

Taking back rebel-held cities in the past weeks, government troops have often heavily shelled neighborhoods before sending in troops, killing civilians and damaging buildings.

"They knew they could not hold control of the neighborhoods, so they decided to stop fighting, knowing that the regime would bring in heavy weapons and kill many civilians," Mansour said.

The rebels also lacked guns and ammunition, he said.

Rami Abdul-Rahman of the Britain-based Syrian Observatory for Human Rights, which relies on an activist network in Syria, said the rebels faced little resistance when they took the city a few days ago. But over the past three days, regime forces attacked some of their hideouts in the Omal neighborhood, killing more than 25 fighters. Mansour said 15 rebel were killed in recent days.

On Tuesday, government forces rolled into the rest of the neighborhoods.

No one was killed in Tuesday's clashes, both activists said.

Activist groups reported heavy shelling in the central city of Homs Tuesday, as well as shelling and gunfire elsewhere in the province.

The Observatory said 31 civilians were killed across Syria, 21 of them in Homs. Another group, the Local Coordination Committees, put the day's death toll at 42, 20 of them in Homs.

The uprising against Assad started one year ago. His security forces quickly cracked down on dissent, attacking protesters with tanks, snipers and pro-regime thugs.

The conflict has grown more militarized as many in the opposition have taken up arms to protect their towns and attack regime forces.

But the loose-knit Free Syrian Army is overwhelmingly outgunned by Assad's forces and has proven unable to control territory.

Assad has justified the crackdown by saying terrorists and foreign extremists are driving the revolt.

The U.N. says more than 8,000 people have been killed, many of them unarmed protesters.

The Syrian government has barred most media from working in the country, and activist claims could not be independently verified.

Also Tuesday, Human Rights Watch accused some in Syria's armed opposition of serious abuses, including kidnapping and torturing security forces.

In a letter to the opposition Syrian National Council, the group called on opposition leader to condemn all abuses but said many of those responsible are not under a clear command structure.

SNC leaders did not respond to requests for comment.

The Assad regime has faced mounting international criticism, but diplomacy has failed to stop the bloodshed.

The U.S., Europe and many Asian countries have called on Assad to step down, but Russia and China have protected him from censure by the U.N. Security Council.

Joint U.N.-Arab League envoy Kofi Annan has been trying to broker a cease-fire, but apparently made little progress during recent meetings with Assad in Damascus.

Russia said Tuesday it is ready to support a U.N. resolution endorsing Kofi Annan's plan to end the crisis ? a sign of impatience with Russia's closest Arab ally.

But Russian Foreign Minister Sergey Lavrov said the resolution shouldn't turn into an ultimatum to the Syrian government, setting the stage for tough bargaining over the document at the Security Council.

Annan met with Arab League chief Nabil Elaraby in Paris Tuesday to discuss steps to achieve a cease-fire and ways to monitor its implementation.

Syria toll rises as Russia says Assad made 'mistakes'

The death toll in Syrian protests rose as long-time Damascus ally Russia said President Bashar al-Assad had made "a lot of mistakes" in clamping down on the year-old demonstrations.

Fresh clashes broke out in the capital and security forces killed at least 30 people, all but two of them civilians, in violence elsewhere across the country, the Syrian Observatory for Human Rights said.

The capital's security clampdown follows what activists said was a hit-and-run attack in the heavily guarded Mazzeh neighbourhood on Monday that killed at least three rebels and a member of the security forces.

It also came on the heels of deadly twin suicide car bombings targeting security buildings in Damascus on Saturday.

The violence, however, is not all one-sided: Syria's armed opposition is kidnapping, torturing and executing security force members and government supporters, according to the New York-based Human Rights Watch.

"The Syrian government's brutal tactics cannot justify abuses by armed opposition groups," said Sarah Leah Whitson, HRW's Middle East director.

"Opposition leaders should make it clear to their followers that they must not torture, kidnap, or execute under any circumstances."

The rights watchdog group said the peaceful uprising had transformed into an armed insurgency, especially since early February, when the government attacked opposition strongholds throughout the country.

The Syrian National Council deplored the reported rights violations.

"We oppose any form of violence and support all the international conventions and treaties on the protection of human rights," the SNC said in a statement issued by spokeswoman Bassma Kodmani.

Russian Foreign Minister Sergei Lavrov said Assad had made "a lot of mistakes" since peaceful protests began in March 2011.

"We believe that the Syrian leadership responded incorrectly to the very first manifestations of the peaceful protests," he told Russia's Kommersant FM radio in a pre-recorded interview.

"The Syrian leadership -- despite the numerous promises it has made in response to our calls -- is making a lot of mistakes."

Russia has increasingly hinted it could drop its support for Assad after a year of violence that Syrian opposition activists say has claimed more than 9,100 lives.

Russia said it was ready to back either a UN Security Council statement or resolution on UN-Arab League peace envoy Kofi Annan's proposal on ending the crisis as long as it contained no ultimatums.

Last week, Lavrov also accused Assad of making errors and moving too slowly on reforms, but the latest comments suggest that Russia was unhappy with his leadership from the early stages of the bloody conflict.

Lavrov even hinted that Moscow would not be opposed to the idea of Assad being offered safe haven by another country.

"Perhaps that is the case, but that is something for Assad to decide," he said in response to a question about whether Syria's president should step down before being toppled and killed like Libyan dictator Moamer Kadhafi.

At the United Nations, diplomats from the 15-nation Security Council held four hours of talks on a Western-drafted presidential statement seeking to reinforce international backing to Annan's efforts to halt the bloodshed.

Russia led resistance to part of the statement that said the council would "consider further measures" if Assad does not act upon the envoy's peace plan, diplomats said. Russia and China have already vetoed two full resolutions on Syria.

With no agreement made, the talks moved up to ambassador level. "There are major political issues at stake so we will see whether we can solve them," French envoy Gerard Araud told reporters as he entered the talks.

The proposed statement, obtained by AFP, does not condemn the violence but would express "gravest concern" at the deteriorating crisis in Syria and "profound regret" at the thousands of dead.

Araud had expressed hope that the statement -- which carries less weight than a full resolution -- could be adopted on Tuesday.

In Geneva, Annan briefed Arab League chief Nabil al-Arabi on the mission in Damascus, UN spokeswoman Corinne Momal-Vanian said.

"Both men underscored the importance of a unified message from the international community," Momal-Vanian said.

Separately, UN officials named former peacekeeping chief Jean-Marie Guehenno as a deputy to Annan in his mission to end the Syrian crisis.

French-born Guehenno joins former Palestinian diplomat Nasser al-Qudwa as Annan's deputies on the tough mission.
